Fascists like to blame OUTSIDE forces for their actions. They never really define those forces, but they are quite articulate in describing the dangers that they present. The Nazis were quick to blame the Communists for Germany's internal problems. When the Reichstag was burned they blamed the Communists. (Although it seems that they burned it themselves.)

Fascists like to explain to people that only THEY have the answers to their problems. Only THEY can keep them safe. Only THEY have the strength to see things through.

The Bush administration sounds a LOT like those FASCIST administrations of the 1930's.
