Actually, it's very hard to know.
It often sounds like a cross between space-aliens and who shot kennedy.

It is a distraction from holding Cheney accountable for what he really did, which was to allow Al Qaeda to make a "Peal Harbor" like attack in order to justify his oil & Israel policy in the Middle East.
