If he won't listen to reason and the only solution is to take him out, take him out. The oil is down there and the revenue from it is going to have to be split or the other sections will not be economically viable anyway. If they are told they must fall back into the 4th world, there will be no agreement.

May have to do a mass migration. It's been done before. Look at India nad Pakistan.
Or guarantee them rights under a constitutional democratic gov't. If they can be led to feel safe and that they have a reasonable chance in life, they would go for it.
And al Sadr be d***ed if he gets in the way.

The hard part may be a REAL border guarantee. That means whoever does it is on the hook to help out against one or both of the other states created or against Iran from then on. I mentioned NATO. The problem with that is most of Europe has buried its head in the sand again. A NATO guarantee may the the same as a US-Britain guarantee when push comes to shove.
