You need to consider the relative effectiveness of a $ spent on bomb shelters by both sides. For Israel it makes sense, when facing inaccurate, low warhead mass rockets. For Hizbullah facing very accurate 2000lb bombs, it does not make any sense at all.


Then a comprehensive plan to move the poor. BTW it was not the rich who were not evacuated.
