Yes, I found that amusing in the article as well. A distinction without a difference. IMO, much of the ME problems are word related.

The phenomena is not unique to the mid-east. What I'd like to know is who is it that they're fooling? Are they trying to fool their own people or are they trying to fool themselves?

Kissinger once said that he found it odd that he could give the Soviets a detailed inventory of US Strategic Forces, but couldn't tell the American people what they were.

Nothing like an open democracy.
