From what I heard from eye witnesses in those days when Mao was the Helmsman, the purges reported in the western press were largely exaggerated in order to demonize Mao and China and to reinforce the view that China was the "Yellow Peril" and "Red Menace", and the US saw fit to threaten China with nuclear attacks.

But all that stopped when China exploded its first Atom Bomb and Hydrogen Bomb in 1966 and 1968, respectively, causing the whole world to sit up and take notice.

Sadly, it is true so many millions died in Mao's time. But I guess that it was inevitable and unavoidable given the fact that China was undergoing rapid changes, and its enemies and saboteurs had to be taken care of. Do not forget that China's population was, is and will ever be huge (> 1.3 billion) and so the number of people that died as a result of the purges represented but a relatively small percentage of the entire population! However, I do not mean to say they were "expendable".
