it's pretty common knowledge that the Bush administration has done nothing but bad mouth the UN. It's no great secret that the UN is nothing but a "paper tiger" with no real power or authority.

You're slamming the President for "bad mouthing" the UN and yet you call the UN a "paper tiger"???? What kind of hypocrisy is that? If the UN would back up the resolutions that it makes and take the appropriate steps to force compliance the President wouldn't have any reason to "bad mouth" the UN.....

Effective diplomacy would have been once the agreement was violated pressure should have been placed on China to reel in their lap dog. In other words, you don't just sign a piece of paper and walk away, unless diplomacy is followed by strength and resolution (2 things Clinton had little of) then the whole thing is nothing more than a waste of time....indeed, it's worse than a waste of time.
