If health care, or just health insurance, is provided by the government than it still costs money. If its paid through payroll taxes than the companies directly pay for part, and the employees pay for part which will probably increase demands for compensation. If its paid for by income taxes than either people will demand more money for their work (to try to get back at least some of their previous after tax income) or they will buy less and thus provide less demand for the American companies. If the government just borrows the money than it has to raise the money somehow, and also pay back interest.
