Maybe they don't pay taxes, but they probably have to keep as much records and deal with as much compliance costs so they can continue to prove that they properly fall within the limits allowed for non-profits. And taxes were not the only issue. Blue Cross/Blue Shield organizations have to deal with the billing and all the other costs that Medicare does not.
