Liar. Congress did not find out until YEARS later, and then only partial information, not divulging the true details until after the New York Times revelations. This was a clear abuse of power by the White House, avoiding congress and the FISA courts both, when they knew the laws were very clear.

Bush lied today when he said legal experts have cleared them. The only lawyers that cleared them were people like Alberto Gonzales and Harriet Myers, super loyal yes-men fixers and cover-up artists for the White House.
