No, you are deliberately lying. One of the big scandals was that the White House DID NOT notify congress of their illegal warrantless wiretapping program until long after it had been going, and then they claimed it was only intercepting foreign phonecalls. They also did not tell congress they were deliberately avoiding the mandatory FISA court. And they did not tell congress to change the FISA law to make it easier for them to move quickly. What the White House did do was keep it all secret, and lie.

Bush is on video in 2003 stating that all wiretapping he's doing includes having a warrant. He outright lied, both to congress and the citizens who are his boss and have the legal right to remove him from office.
