CobaltBlue, Thanx for that explanation. From your post, I might take it to mean that the rest of Louisiana isn't quite so sanguine re the reelection of Mayor Nagin. Would I be correct in that assumption? I have been wondering all this time why Nagin and Governor Blanco were not impeached and brought up on criminal charges re nonaction and actions (malfeasance, misfeasance, et cetera) and public statements they made during and after Katrina. It is disheartening to see elections (and so many other things) decided on the basis of race rather than on the basis of merit. BTW, I was privy to the impressions and observations of the physician who ran the evacuation center in Houston, Texas, which I have posted here on SI. If you are interested, I'll try to dig up those links. - Holly
