The problem is when Israel withdrew from Gaza, Gaza was used as a base for attacks against them. Years ago Israel withdrew from Southern Lebanon, and periodically Southern Lebanon was used as a base for attacks (the resent problems not being the first time, just the first time Israel had a big response in years).

Its true you don't want to be perceived as South Africa or East Germany, but if those perceptions are largely faulty, and if your people's lives are at risk it pays to be cautious.

Which isn't saying that Israel should take no steps. At a minimum they should refrain from any steps that could inflame the situation without having any significant possible security benefit, but the record of when Israel gives land to non-state or quasi state actors isn't very good.
