Off shoring is still relatively small as a portion of the US economy. It takes quite a lot to be a noticeable part of a 14 figure economy.

Important portions of that economy are much smaller. The total $ spent on say CPU design is small compared to the $ spent on manufacturing them. Same goes for the overall EDA market which makes the software used for chip design. For whatever reasons, a significant fraction of chip EDA startups in the USA have heavy Indian influence. Part of the reason for that is one of the SUN cofounders has for many years actively encouraged Indian immigrants in the USA to form startups, and Indians seem to do very well at software. Now I am seeing more and more EDA startups forming in India. Given their strength in the USA, I can easily see India become the dominant seat of EDA tools in another decade. Is it the end of the world? No, but such shifts are likely to increase, and the former arrogance of assuming the USA would always own the high ground is noticeably less obvious in the various trade rags.
