Wait a minute....if I understand this ad, it contains public video of factual statements made by Reagan about Webb....and he can't use an ad featuring the President of the United States performing an act appropriate to the office of the President of the United States in which he speaks about Webb's history and personal talents....

Why is this wrong? Did it happen? If yes, why is it wrong? How would anyone consider this an endorsement by a man dead for years?

If someone serves their country and the guy who praises their service in his official capacity happens to be from a different political party, then the future candidate is precluded from having his history and skills explained in such an effective manner?

So, if Webb was still a republican the same rule would hold true? We can't know if Reagan would endorse him...so such an ad should not be run for any candidate, regardless of party affiliation....or do we just assume Reagan would endorse any republican?
