It's absurd that, because Congress will not require states to get proof of legal residence before issuing a tamper resistant driver's license (one that can be scanned and verified), I'm going to need a $100 passport to get home from a Canadian fishing trip or a 3-day cruise. ...critics, including lawmakers, of plans to require tamper-resistant driver's licenses
