I think what you've got is negligent incompetence of the FAA and FBI career employees combined with an unrealistic expectation of what can be acquired through our foreign intelligence capabilities. The FAA knew of the potential threat for years and was unwilling to do anything about it and the FBI could have pursued agressive questioning of the individuals within their existing legal authorities that were referred to them by the FBI field offices. It gave the neocons the "new Pearl Harbor" they had stated they desired in their PNAC manifesto, signed by prominent members of the Bush admin in 1996. Which is to say they took political advantage of the 9/11 attacks. jttmab
