On this speech as criteria issue, it's important to note that Dale did not argue it was his only criteria. Just that it was one important one among others.

Harry Truman was certainly not a polished public speaker, yet he'll go down as one of our best presidents. And Ronald Reagan was certainly polished but I did not vote for him and would not, given his policies. And his connections to the more right wing components of the Republican Party.

So I think it's fair to argue that speech abilities are one criteria. It's also fair to argue that Bush's presidency will go down as the worst in our history, not because he speaks badly, but because of arrogance, wrong policies, and incompetence.
