How many MHz below 2 GHz would be necessary to do in cellular and PCS? that are not already occupied by cellular and PCS?

then cellular, then 902-928 MHz ISM,
then 960-1350 MHz (Aviation),
then Satellite, Marine, etc.,
then PCS

So your question becomes: 'Cognitive Radio' makes sharing with existing license holders economically possible when and where? [we know 'Dumb Radio' cannot share with existing licensees].

Is the TV whitespace issue (FCC NPRM 04-186) the fulcrum?
