I have only seen clips of JFK giving speeches (which were written by Ted Sorenson and not himself) but he made a powerful combination of rhetoric and speaking style. At the same time, the few clips I have seen of him at press conferences came across as the smug rich kid he was. Mixed verdict there. Others I have known who had some dealings with both Reagan and Quayle behind closed doors said they were surprisingly smart principals to deal with. Perhaps they chose a public speaking style that was different to their private persona. Hard to say for sure.
