Actually, that Katrina money is largely going to rebuild destroyed infrastructure and build newer, better infrastructure, that benefits all of us.
Southeast Louisiana, destroyed by Katrina, is key in oil and gas, shipping, and import and export. It's a port, a depot, and an entrepot. If you use natural gas or petroleum products (and who doesn't?), chances are it came through South Louisiana.
Little known fact -- Jefferson did not set out to buy Louisiana, all he wanted was New Orleans. Napoleon made him an offer he couldn't refuse, "if you want New Orleans, we'll throw in Louisiana."
