The CIA is in the business of disinformation. This would be the same CIA that lied about Valary Plame's status as a domestic desk jockey while they thought it might harm President Bush's Administration. They certainly seem to have adopted an anti Administration posture.

Of course the report is being spun by the leftwing extremist NYTimes, who when they are not publishing state secrets is trying in other ways to harm the Administration.
