I didn't watch the movie. I think that terror is mainly caused by treating others badly to begin with. We've stepped on a lot of toes. Granted there were reasons for the toe stepping, like trying to balance the influence of the Soviets in the middle east. But in aggregate, we screwed up with too many heavy handed tactics, and now the chickens are coming home to roost. While blame can be shared by every administration since WWII for the current situation, Clinton bears no greater share for his part in it than Bush I or Bush II.

Going forward, Bush II's tactics have done nothing to ease tensions in the middle east. In fact, tensions in the middle east are at a high point. The war in Iraq was a diversion from the war on terror, not the central front. The war in Iraq is the central front in the war on Iraq...period.

We are somewhat safer from terrorist attacks. But it's not because of anything going on in Iraq. We're safer because we're doing the things that need to be done like airport security. But much more could be done and should be done. The 9-11 Commission gave the Bush administration very low marks on doing what should and could be done to protect us against attacks.

Bush did not focus efforts in Afghanistan. He diverted resources to Iraq. This was probably Rumsfeld and Cheney's idea, but he let it happen, and bin Laden walked across the border to Pakistan at Tora Bora. That was the biggest failure in the war on terror to date.
