No but the act of war by Hezbollah (invading, and killing and capturing Israeli soldiers) gives Israel the right to wage war against Hezbollah.

Not to be disagreeable but the act of war committed by Hizbollah technically gave Israel the right to go to war with Lebanon. The reason it has been called a war with Hizbollah is to prop up the Government of Lebanon, which has not been in control of southern Lebanon for Years.
