If the USA, Canada and Mexico were constantly fighting each other, terrorizing each other, threatening to wipe each other off the map, etc. etc. I would hope that a third party (likely a super power) would put forces here to keep things under control. I assume that they would drop bombs on the military and terrorist factions that were doing the fighting whenever it got out of control.

I would accept it. I would not wrap my body in explosives, walk into a restaurant and kill women and children. No way, no how, I don't care how much I disagree with the super power's intervention.
