IMO the US has compensated by expanding existing facilities. Do to process improvements and efficiency gains picking up slack. I believe now any lack of refining capacity will take place outside the US . Witch I believe,like you said, is lacking. Surely the US still has to be one of the biggest markets for refined products. So IMO any outside expansions would have to target the biggest markets for export.
