Typically you can trade power for frequency. Ask any overclocker.

I remember reading that about 30 years ago. Maybe that's why AMD currently has 90 nm parts from 25W to about 100W. But when they go to 65 nm, can you automatically get the same performance at half the power or twice the cores at the same frequency? That would be "huge"!
