Terrorism in the last 25 years has, in successful cases of suicide attacks, been an inexpensive and pretty efficient (about 50% of the time) way of moving the military forces from a prized geographic area.

OBL managed to get Bush to remove US forces from Saudi Arabia which he considers holy ground.

Since we have 140K troops in Iraq, it's not really surprising that there have been so many terrorist attacks. Just as the Revolutionaries used guerilla tactics against the British, these kinds of tactics favor the pipsqueak over the elephant especially when the elephant insists on being stupid.
