The military stats where for all wounded in combat so it should count someone who had a vehicle roll over him while fighting, but might not if the vehicle rolled over when there was no ongoing enemy action.

So the real total might be higher than 19,000 but there is no reason to think its 60,000.

As for civilian deaths 50,000 is not an absurdly low figure.
