I am obviously not claiming that the U.S. as a whole experienced a high in the late 70s.

As I mentioned, the Bay Area and specifically Silicon Valley (and likely Tech as a whole) went through a huge boom in that period. This chart shows it nicely as employment in the Valley actually grew even faster from 1976 through 1980 than during the boom 90s.
