I think that you overstate the power of liposomes for drug delivery. I think they will be most useful for blood infections and in those areas that contain a "leaky" circulatory system (some tumors). Since liposomes do not pass through membranes, but will either fuse with the membrane or be endocytosed (phagocytosis or pinocytosis in the absence of a targeting ligand), they will not be useful for delivery of drugs in the many conditions where you want systemic delivery and/or the drug to pass through a layer of cells.
