It wasn't being bemoaned or considered a loss. The point was not that it was lost but that it never happened, and is very unlikely to ever happen. The larger point was a counterargument to those who say people are selfish and greedy and need to be controlled/regulated. The counterargument being is that they can only be controlled and regulated by people who are themselves selfish and greedy.

Or express the same or a similar idea in a different way "who watches the watchers".

A sub point was "But government is an institution whereby the people who have the greatest drive to get power over their fellow men, get in a position of controlling them."

So you may tend to get people who are more selfish and greedy (at least in terms of greed for power) in government. You are also likely to get people who are more intelligent, and energetic, and charismatic. I'm not trying to say "politicians are pond scum", but I don't see why anyone would assume they would be more moral than other people.
