" Old cars from the period before the 1970's have little or no pollution control equipment and are exempt from emission inspections. Mile for mile, these cars are the worst polluters on the road -- in some cases 90 times dirtier per mile than a new vehicle. In addition, these pre-1971 cars are among the least energy-efficient vehicles on the road, averaging 12 miles per gallon in the city, about half the fuel economy of 1990 cars.

Recent tests on thousands of vehicles in Los Angeles, Chicago and elsewhere show that 50% of all carbon monoxide emissions come from only 10% of the cars on the roads. Similarly, 14% of vehicles account for half the hydrocarbons leaving the tailpipe. A program which would eliminate these vehicles more quickly from the transportation system would significantly improve mobile source pollution levels.

Embracing this challenge, Unocal Corporation of Los Angeles launched a successful demonstration program to eliminate and recycle several thousand old cars. "
