We will never be able to count on being able to knock down every missile. Is that a good reason to abandon the technology; or to invest in it? I believe it is a good reason to invest in better technology. MAD is stupid. Even being able to shoot down 30% of the missiles ups the ante. When you get that to 60% or 70% it makes the cost of launching against the United States very high.

Assume for a minute that we launch a counter strike for each missile another nation launched at us and they could not stop them. Or if you prefer assume we didn't and the UN actually acted like an international body rather than the fifedom of anti-democratic forces.
