If Clinton had done regime change in Iraq he wouldn't have done it on the CHEAP. He would have considered the need for securing the entire country and providing security.

The Bush Administration only thought they needed enough troops to defeat the Iraqi Army and pick up the flowers that would be thrown at them as "Liberators".
