If Bush declares "war" on terror, then terrorists are enemy combatants. You can't have it both ways. In fact, the "war on terror" is a misnomer. Bush unwisely invaded Iraq without a plan, and that had nothing to do with terrorists, at least nothing directly, though it created thousands of new terrorists, many who are really nationalists fighting to oust us from their country.

Afghanistan against the Taliban was a war and some of the enemy were terrorist types, irregular soldiers using whatever means at their disposal to kill. Car bombs and suicide bombers are weapons they use. We use bombs dropped from the air. Because we can. They don't have airplanes. Except ones they hijack. Bush didn't really commit to Afghanistan though and left the job half-finished. Now we're paying for that and Osama is now secure and protected.

Kerry was right, the real war on terrorism mostly involves alliances with other nations, good intel, excellent police work and Special Operations surgical strikes. Not wholesale invasions. That is a foolish way of trying to stamp out terrorism. It's self-defeating because you give them a big target and they are experts at disappearing into the crowds.
Therefore, Bush has the wrong plan for dealing with terrorists, and it shows. Just look at the terrible results.
