My neighbor wants to take DVDs she owns and upload them into itunes, for play on an Ipod. Is that possible?

If she has a mac, there is a free application called Handbrake that can rip the DVD to a iPod friendly file on the hard drive, then you just import it into iTunes (I believe there's a windows version in Beta). There are a variety of applications for sale for both platforms that do the same thing.

No, without a DVD drive, the file structure on the DVD can't be recognized. In theory, you could grab the contents off the DVD into your (DVD-equipped) computer, and then move it to her computer (Via email or shared network), but it would take a LONG time. She can replace her CD-RW with a combo drive for $20 these days:
