Not "believed". Libya agreed they done it and they have paid up compensation to be readmitted to "normal" relations. <Pan Am 103 Bombing, December 21, 1988: Pan American Airlines Flight 103 was blown up over Lockerbie, Scotland, by a bomb believed to have been placed on the aircraft by Libyan terrorists in Frankfurt, West Germany. All 259 people on board were killed.>

Libya would no doubt argue that it was in retaliation for the USA attack on Libya. That attack was in part retaliation for the murder of PC Yvonne Fletcher. The retaliation was a good thing in my book. Gaddafi must have got a BIG fright when the F111s came through dropping bombs from Britain/USA.
