Carter was the ONLY guy that tried to make the Defense Department a RATIONAL entity when it came to buying defense systems, rather than the lobbyist driven SPENDING BLACKHOLE it was before and after him.

We went from him to $1000 dollar toilet seats and $1000 dollar hammers in the Reagan Administration.
