MAD was the "strategy" of the 1950's and 1960's, the "strategy" that democrats want to hog tie us to. It is short for Mutual Assured Destruction. If you blink at US we will destroy the world. Most sane people prefer the idea of defense over the threat of total annihilation. Russia and China are a problem, but what about Iran? They have many submarines and if they don't have the nuclear bomb yet, Russia is ensuring they will get it soon. Remember WW I and WW II both started with proxy wars. "you knocked me on another thread about our giving a contract to Raytheon rather than going with the already existing "Trophy" technology." Perhaps I have more information now than I did then. Tim Fowler was kind enough to post some useful links. I suspect he filtered through many to provide few.
