During much of the Clinton administration, Congress was in the hands of the Regressives. And Clinton even went with them on some of the issues.

As for Gore being better than the Dumbyass, ask yourself if he would have attacked and invaded and occupied Iraq, probably the greatest blunder committed by the US since Vietnam. I think he would most probably not have done that. He might have also had a few more soldiers in Afghanistan, which is now sliding back into the same old Taliban hands.
