I'll emphasize my last sentence:

For quite a while (back to the OS 7 days?) you could buy a two or three button mouse from third parties and simply program the buttons to do option and control clicks.

However I do agree that it should have been available from Apple, as a package option, to those who wanted it in the past - with a one button mouse as the default.

Apple would have quickly seen whether or not a multi button mouse was desired by the masses.

My personal - I like one buttoned mouse. I prefer it for most applications. Some applications do need a two button mouse though (you should see one of my graphics app - zoom, move rotate in various dimensions all with either various combos of mouse buttons or the shift option control dance. ) SO sometimes you feel like a button button mouse, sometimes you don't. Thats why you need foot pedals :-)
