There where American soldiers there. Its likely that OBL slipped away before we could get more than a handful of special forces in the area. But we did have those special forces and then regular American soldiers in larger numbers. To completely cut off his retreat we would have needed an army there, by the time we could have moved that many soldiers there OBL would have just about definitely slipped away if he didn't much earlier.

Sending Afghan fighters as well as as the initial American forces that were sent gave us a chance to get OBL, not a very good chance but a chance. If we waited for a large American force to arrive he would have almost certainly have gone unless he was a fool.
