What other cease-fire violation did Saddam commit given his boxed-in situation since the early 90's? You can't wave your hand and say that somehow Saddam financed the killing of Americans. The CIA explicitly stated that after 1991, Saddam made sure that he steered clear of any groups that were inclined to attack Americans. The badly beaten Saddam didn't want anything to do with the US after his 1991 defeat in Kuwait.
