Which doesn't mean that more American forces couldn't have helped, or that different plans couldn't have increased the chances of getting OBL, assuming he hadn't already left. But he may well have already left, and if he didn't he still would have had a good chance of getting away. The "Bush let Osama go at Tora Bora" argument is silly. At worst we failed to slightly decrease the chance of him getting away. If he was even there anymore but the time any decision to bring in more soldiers could have been implemented.

More soldiers would have meant a few thousand more, not a massive army. Moving in a massive army would have taken too long and caused other problems. Not moving in a couple of thousand more isn't primarily about moving soldiers to Iraq. There where enough Americans in the whole theater just not at Tora Bora.
