No its never been confirmed that he was at Tora Bora. Its believed that he was there. But being there at one point doesn't mean he was still there by the time we attacked, let alone that he would have still been there by the time we could have brought in a significant American force. All he would have had to have done is walk a few miles through the numerous mountain trails. It would have been dangerous (we might have bombed him) but he could have done it much quicker than we could have moved thousands of American in to position.
