The framers of the United States Constitution delegated the War Powers to the Executive. They also delegated foreign policy to the Executive, although they reserved the power to ratify treaties to the Senate.

This may seem strange to you, as a Brit. In times of war, does Parliament run the military, or is it the Prime Minister, or what?
