I think you misread those numbers, this is what I saw on your link for '03 - '05

Disposable personal income........    2.2    3.6    1.2


And of course that doesn't mean that disposable increase was for, say, the bottom 30% of income earners. If Buffet or Gates increases his disposable income 5% it takes a lot of Walmart clerks to balance out.
