Probably Starlings. Not on your gutters but in them. Your roof shingles are covered with grit, fine stone. As the shingle ages it loses the grit coating and falls into the gutters. That grit is the right size for the birds gizzards to use to grind up food. They get going, it sounds like rain, but it's only little birds trying to live.
