I don't think Bush really wants to stop terrorism at all.
Terrorists are his best friends in many cases. They give him excuses to crack down on democracy and civil liberties back home, and also to cheat to steal elections.

If he were serious about stopping terrorism, Osama would be dead and the Taliban would be history.
